ELAC has collaborated with the United Nations World Food Programme (WFP) to develop a new aide-mémoire to support humanitarian actors responding to food crises in situations of armed conflict. The guidance is designed to help humanitarian practitioners navigate the legal and operational challenges of delivering assistance in complex conflict settings. It draws on discussions from a workshop co-organised by ELAC and the Global Network Against Food Crises and coordinated by WFP, bringing together humanitarian organisations and state representatives to identify practical approaches to improving humanitarian access and protecting relief operations. The initiative reflects the growing recognition of the close links between armed conflict, humanitarian access, and acute food insecurity. As conflict continues to drive hunger across many regions of the world, the aide-mémoire aims to strengthen coordinated, legally informed responses to food crises while supporting humanitarian actors working in challenging operational environments.
