New IPS Article: Enhancing Legislation on the Prevention and Punishment of Crimes Against Humanity

On 23 September, IPS Senior Visiting Fellow of Practice Ambassador Stephen Rapp published a new contribution titled Impact-Based Jurisdiction and Crimes Against Humanity Statutes Are Needed for Effective Accountability: Why the ISIS “Beatles” Faced Homicide, Material Support Charges Rather than Atrocity Crimes, as part of a series in Just Security on a proposed Convention on the Prevention and Punishment of Crimes Against Humanity, currently being debated in the Sixth Committee of the U.N. General Assembly. This contribution is part of broader engagement by our Programme on International Peace and Security (IPS) team on the Draft Convention, particularly by IPS Executive Director and ELAC Deputy Director Federica D’Alessandra and our former Visiting Fellow of Practice Shannon Raj Singh, who submitted Comments on the International Law Commission’s Draft Articles on Crimes Against Humanity on behalf of the International Bar Association War Crimes Committee in December 2018.
