European Union Commission’s Communication on Strengthening the Rule of Law within the Union
In April 2019, the European Union (EU) Commission issued a Communication on “Further Strengthening the Rule of Law within the Union” – a response to continuous threats to the rule of law within EU member states – and invited all stakeholders to contribute to a reflection on the next steps. In response, the IBA submitted a set of recommendations, including on post-accession rule of law monitoring, the systematic use of infringement proceedings, and rule of law education for law-makers. This submission was prepared with the support of IPS Executive Director Federica D’Alessandra, working together with Research Assistant Hannes Jöbstl. We are delighted that the EU Commission has taken up many of our suggestions in its blueprint for action, adopted last July. This includes, in particular, the establishment of an annual monitoring mechanism. You can find the IBA submission supported by our research team here.
