New IPS Policy Brief: ‘Atrocity Prevention and Fragility, Conflict and Violence Programming’

IPS is excited to announce the publication of its latest report titled ‘Mainstreaming Atrocity Prevention: Seeing Fragility, Conflict, and Violence Programming through an Atrocity Prevention Lens’ on 1 February 2022. This report, co-authored by Dr. Orly Stern (former Visiting Fellow of Practice) and Clare Brown describes the value that could be added to ‘fragility, conflict and violence’ (FCV) programming by incorporating an ‘atrocity prevention’ lens. The authors argue that focused strategies for the prevention of mass atrocities should be incorporated into FCV frameworks. Without this, FCV programmes risk failing to prevent – or even increasing the likelihood of – atrocity crimes. This report builds on ELAC’s broader atrocity prevention work which has highlighted how an intersectional approach to research is key to upstreaming prevention.

Earlier this year, ELAC Deputy Director and IPS Executive Director Federica D’Alessandra, Dr Orly Stern and Clare Brown had an opportunity to brief colleagues at the World Bank on this research, and on 3 March, Dr Stern will present insight from this research at a meeting of the Atrocity Prevention Study Group convened by the Stimson Center.
